Domestic violence arrests often occur after law enforcement is called to a residence, by someone in the house, or by a neighbor. The domestic violence statute states that the officer is to determine who was the primary aggressor (who started the fight). The statute says that the officer should arrest the primary aggressor. Often, however, little investigation is done to determine who was the primary aggressor.
